You have 2 options- 1 is difficult and takes time and the other is easy.
0.95 mm DH is nice but very close to the minimum acceptable. You can safely increase this to 1.5mm and you should get much closer to your compression ratio.
What camshaft is going in there?

Ideally you don't want more than 1.5mm deck height and with this you get 11:1 compression which is still a bit too much.
You need to make some more room in the heads

The first thing that you need to do when working in the combustion chamber is to place the cylinder in the head, without the piston, and draw around the inside of the cylinder. This will show the point beyond which you cannot modify. You need to work inside this circle. Start with one chamber and take out material from the top and bottom of the chamber, but still keeping the same shape you now have. Do a little bit at a time and regularly check to see how much volume you have in the head. When you have the volume that you want, make a template and then copy this pattern in the other chambers. This whole process can last a few days so be patient. Good luck.
